Subcontracts Management Professional – Bechtel Corporation

Project Overview

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel is the Engineering, Procurement, and Construction (EPC) contractor for the project, responsible for designing the Turbine Island and Balance of Plant and constructing the entire facility. This unique opportunity supports Poland’s nuclear expansion and long‑term energy strategy. The position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810.

Job Summary

In this role, you will participate in subcontract formation and/or administration. You will lead preparation and review of bid request packages, develop contract operating procedures, and continually review progress, forecast, and communicate any difficulties to ensure subcontract compliance with project requirements.

Major Responsibilities

Subcontract Management

  • Implement the Supply Chain Assignment Schedule and the Standard Work Process Procedures applicable to Subcontract Management.
  • Manage assigned subcontracts, maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties.
  • Coordinate with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters.
  • Manage less complex contract changes by negotiating and obtaining settlement.
  • Participate in contractual discussions of low to moderate complexity.
  • Communicate to ensure mutual understanding of subcontract terms and conditions.

Subcontract Formation

  • Perform duties and responsibilities involved in the formation and award of small value, routine-type subcontracts.
  • Prepare bidders’ lists and pre‑qualify bidders.
  • Form bid request packages and issue them to approved bidders.
  • Coordinate bidders’ questions and answers.
  • Prepare and organize assigned meetings—pre‑bid, bid clarification, pre‑award—to ensure complete understanding and agreement among Bechtel, the customer, and contractors.
  • Receive and evaluate bids commercially.
  • Prepare Commercial Bid Summary and recommendations.
  • Assist with negotiations in the commitment of contracts, directing negotiation in small value contracts.
  • Develop and issue subcontracts and services agreements as assigned.
  • Recommend and secure approvals in accordance with established procedures.
  • Prepare subcontract documents for execution.
  • Prepare and maintain control and status reporting documents.
  • Work with Digital Supply Chain and other Automation Tools.

Education And Experience Requirements

  • Requires a bachelor’s degree (or international equivalent) and 5–8 years of relevant experience or 9–12 years of relevant work experience.
  • Experience in the formation and/or management of different contract types, fee arrangements, and contract terms.
  • Proficiency in MS Office suite (Word, Excel, PowerPoint, Outlook).

  • Ability to work independently and manage multiple priorities in a fast‑paced environment.
  • Ability to establish collaborative and effective working relationships with internal and external stakeholders.
  • Demonstrated oral and written communication skills.
  • Basic knowledge of contract regulations, policies, and practices.
