Senior Procurement Program Consultant

You will be responsible for nuclear projects, working with cross‑functional teams to build project strategies, procurement plans, and contracting strategies for end‑to‑end delivery from concept to close. As part of the Global Supply Chain Solutions (GSCS) Project Procurement Team, you will have a background in Supply Chain (Strategy, RFx, Supplier Relationship, Contract Negotiation, and Contract Management) with experience in purchasing services and equipment for major projects, including Engineering Procurement Construction and Commissioning (EPCC). You will be a direct interface to our internal customers: Business Unit, Engineering, Quality and Sales Departments, and Project Managers. You will report to the Supply Chain Commercial Director and work remotely within the UK.

Key Responsibilities

  • Develop procurement strategies and plans together with Offer and Project Teams.
  • Identify demand, potential suppliers, and establish communication channels toward suppliers.
  • Establish pricing, delivery, terms and conditions to satisfy financial, quality and delivery requirements.
  • Preparation and coordination of the RFx Process and establish sourcing strategies for suppliers and services:
    • Prepare Non‑Disclosure Agreements (NDA).
    • Develop and prepare RFx, define commercial conditions, and negotiate NEC Terms and Conditions with Primary Contractors, Clients, and Subcontractors.
    • Solicit quotations and analyze contract proposals while leading formulation of strategy and negotiation of pricing, delivery, terms and conditions to satisfy requirements for complex and specialized materials, equipment, components and services.
    • Evaluate all elements of cost for commodity groups to identify and obtain cost improvements.
    • Develop strategies to maximize supplier base cost/value.
    • Develop relationships with key suppliers and partners while mediating and resolving contract performance issues.
    • Use the corporate Approved Supplier List Process for sourcing requirements.
  • Understand key operational and commercial elements of suppliers and keep stakeholders informed of supplier capacity/performance and market constraints.
  • Understand supplier capacity, capability and manufacturing processes compared to project technical requirements in collaboration with GSCS Supplier Performance Organization.
  • Ensure compliance with regulatory requirements and Westinghouse’s Procurement procedures.
  • Lead contract preparation and purchasing process.
  • Use best‑cost country sourcing, with emphasis on Middle and East Europe.

Qualifications

  • BA/BS/ME degree in business or engineering, Supply Chain certification, Project Management knowledge or equivalent experience.
  • Experience running complex projects.
  • Analytical experience and a strong ownership mentality.
  • Advanced procurement technical background and contract management.
  • Strategic and analytical orientation with an ability to translate strategy into tangible operational results.
  • Minimum of 5 years of project management experience.
