Overview
Senior Manager, HR Compliance and Reporting at Moderna. Role involves leading the development and oversight of Moderna’s HR governance and compliance frameworks on a global scale, embedding trust, transparency, and accountability into the companys people operations. Reports to the Executive Director, HR Operations and partners cross-functionally with Legal, Digital, and HR stakeholders to ensure policies and practices meet regulatory alignment in employment law, government contract requirements, and the ethical use of AI in HR systems. Location: Warsaw, Poland.
The Role
Joining Moderna offers the opportunity to be part of a pioneering team driving advances in mRNA technology across a diverse pipeline of development programs. In this individual contributor role, you will lead the development and oversight of global HR governance and compliance frameworks, with an emphasis on regulatory alignment and responsible HR innovation.
Responsibilities
- Design and execute Moderna’s global HR compliance framework, aligning with federal, state, and international labor laws, government contract obligations, and emerging AI ethics regulations.
- Lead regular audits, debarment checks, and contingent workforce compliance reviews across jurisdictions, ensuring alignment with data protection and employment law standards.
- Act as the global point of contact for HR and AI-related audits, regulatory responses, and internal investigations.
- Monitor evolving legal landscapes—including bias mitigation, AI explainability, and algorithmic fairness—and translate updates into timely, actionable policies.
- Partner with Legal, HR Technology, and Digital teams to establish AI use validation frameworks, bias testing protocols, and transparency reporting mechanisms for HR systems like Workday and HiredScore.
- Embed compliance-first principles into global government contract bids and execution, aligning HR obligations with project requirements.
Additional Responsibilities
- Own and evolve HR compliance reporting dashboards in Workday and ServiceNow, ensuring real-time accuracy, auditability, and AI transparency.
- Lead Workday Tech Ops projects focused on automating regulatory controls and improving audit readiness across HR data streams.
- Define global standards for HR operational data reporting, working with the People Analytics team to shift ownership of routine reporting into HR Ops, enabling deeper strategic analytics.
- Conduct cross-system audits of key workforce data points and oversee validation logic for AI-assisted data accuracy.
- Collaborate with HRIS and Digital to design dashboards that surface explainable AI outcomes and embed audit trails to meet evolving global AI regulations.
- Guide globally distributed HR teams in responsible AI usage, supporting compliance with GDPR, the EU AI Act, and state-level U.S. legislation.

Basic Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- Minimum of 8 years of experience in HR Operations or compliance and reporting in a regulated industry.
- Demonstrated project management skills with the ability to prioritize tasks and manage multiple initiatives.
Preferred Qualifications
- Extensive understanding of US employment laws, government contract requirements, and experience managing compliance programs within government contracting or complex organizational settings.
- In-depth knowledge of federal, state, and local HR laws and regulations (EEO, ADA, FMLA, FLSA, OSHA) and government contract compliance requirements.
- Ability to interpret legal requirements and translate them into operational policies and procedures.
- Strong analytical skills and meticulous attention to detail.
- Exceptional communication skills with ability to collaborate across stakeholders and handle sensitive information discreetly.
- Proficiency in HRIS systems like Workday and reporting tools like ServiceNow.
