Rail Rolling Stock Sector Engineer – based in Luxembourg

Position is based at our Luxembourg headquarters and requires regular office presence. The EIB offers relocation support.

The EIB, the European Unions bank, is seeking to recruit a Rail Rolling Stock Sector Engineer for its Projects Directorate Mobility Department Mobile Assets and Deployment Division at its headquarters in Luxembourg. This is a full‑time position at grade 5 with a permanent contract.

Panel interviews are anticipated for January.

Purpose

Lead the technical assessment of high‑impact capital investment projects and programmes in the rail rolling stock sector, and contribute to other transport domains. Evaluate projects from technical, environmental, economic, and financial perspectives.

Specific Post Environment

Join the dynamic MOBILITY Department covering rail, road, air, waterborne transport, mobile assets, and innovative technologies. Collaborate with engineers, economists, and teams across the bank. Engage with stakeholders, borrowers, and external partners.

Operating Network

Report directly to the Head of Division. Work with lending, legal, transaction management, advisory services, and external partners.

Accountabilities

  • Shape the future of transport by reviewing projects early to ensure alignment with EIB Transport Lending Policy.
  • Assess project viability: evaluate technical and environmental aspects, procurement processes, standards, and fit for purpose.
  • Work as a team: collaborate with economists to identify and manage technical risks.
  • Oversee project progress: monitor implementation to ensure compliance with loan conditions and policies.
  • Protect the bank’s reputation: work with monitoring teams to mitigate risks.
  • Communicate insights: prepare clear, high‑quality reports summarizing findings.
  • Support decision‑making: provide technical input for decision bodies.
  • Advise and build capacity: offer technical advice, draft terms of reference, oversee external consultants.
  • Collaborate widely: work with EIB departments, European Commission, IIFs, industry associations.
  • Stay up to date: keep abreast of rolling stock technologies, market trends, and regulations.
  • Contribute to knowledge: help with sector studies, policy papers, and analyses.
  • Represent the EIB at selected sector events and conferences.

Qualifications

  • University degree (Master or equivalent) in Engineering; postgraduate qualification or professional experience in economics, transport planning, etc. is an asset.
  • At least 5 years of relevant professional experience in transport, preferably in the railway rolling stock sector, including procurement, manufacturing, operations, asset management, or technical advisory.
  • Excellent knowledge of English and/or French, with good command of the other language.

It Would Be an Advantage If You Have

  • Experience or knowledge of other sectors covered by the division (car, truck fleets, shipping, aircraft, EV charging) and experience in multiple EU countries.
  • Exposure to PPP/Project Finance, innovative funding structures, and private sector participation in transport projects.
  • Good knowledge of EU sector policies and regulations and understanding of the political & operational framework.
  • Knowledge of German is a strong advantage; knowledge of other EU languages is an advantage.
