Responsibilities:

  1. Compile program/project charters and business/project plans to support activities, ensuring business objectives and data integrity are achieved.
  2. Manage a portfolio of projects that document business requirements, design, and deliver IT solutions compliant with the Ministries’ enterprise architecture.
  3. Ensure annual program business cases are developed and maintained, including a program roadmap and forecasts.
  4. Create and maintain program forecasts throughout the year that reflect approved plans.
  5. Assist business and program sponsors with the development of program vision and strategic deliverables as required.
  6. Provide leadership to project teams in establishing strategic planning, program/project definition, and overall program communications.
  7. Assist with the development of recommendations, detailing resource requirements, dependencies, interdependencies, and policy implications.
  8. Produce and package deliverables for presentation to various internal support teams, steering committees, and other program/project stakeholders.
  9. Manage multiple projects, project managers/resources, and project governance.
  10. Work with program/project sponsors to ensure effective communication throughout the program/project duration, including escalation of risks as required.
  11. Take responsibility for ongoing client satisfaction, managing peer-level client relationships and overcoming hurdles.
  12. Collaborate with business and IT leadership to develop a well-defined program/project plan that states objectives, scope, assumptions, timeline, resource requirements, risks, benefits, and budget.
  13. Develop a program/project organization structure with clearly defined roles and responsibilities for all stakeholders.
  14. Document and report program/project status against established objectives, milestones, budget, and resources, facilitating tracking and closure of issues and risks.
  15. Develop program/project schedule plans and strategies, estimate resource requirements, develop and monitor work plans, and take corrective action for completion of tasks.
  16. Provide guidance to project resources in establishing work priorities and prompt delivery of tasks.
  17. Develop related requirements documentation as required.
  18. Assess whether the program/project achieved stated outcomes and identify opportunities for improvement for future similar projects.
  19. Provide leadership and assistance to business and project teams requiring change management and communication support.
  20. Work within the standards defined by the project management office and help define new standards in their absence.

Qualifications

Experience working as a Project Manager on a large complex software application development project in a similar environment.

Experience in developing project schedule plans and strategies, estimating resource requirements, and monitoring work plans for completion of project tasks.

Experience successfully implementing IT solutions in an environment with project resources from multiple teams or organizations.

Experience defining project scope and goals in collaboration with business stakeholders.

Experience developing project deliverables including project charters, business cases, briefing notes, status reports, risk logs, and project closures.

Experience managing multiple projects concurrently.
