Key Summary

The Talent Acquisitions Assistant Manager/Officer (“TA Assistant Manager”) is responsible for delivering the fully integrated end to end recruitment process (sourcing, selection, hiring, onboarding) for all roles under assigned service lines of mainland KPMG through different sourcing channels in Chinese mainland. As an AM, will be a Talent Acquisition expert of at least 1-2 service lines, reporting to Senior Talent Acquisition Manager and be responsible for building a business – from designing recruiting strategy, building and managing relationships with hiring partners and achieving headcount targets. This position will also attend and support project-based recruitment programs.

Role & Responsibilities

  • To execute TA recruitment activities and hiring projects by delivering high quality recruitment services on time.
  • To develop a knowledge and understanding of the business and its recruitment needs to deliver a quality focused service.
  • To establish and maintain effective networks and relationships with hiring managers/partners.
  • Plan and conduct recruitment activities for all S-D grade positions within a particular line of business using standard selection methodologies, from capturing briefs to negotiating offers.
  • Conduct initial screening interviews, telephone interviews, and/or face-to-face interviews with prospective clients for assigned service lines.
  • Engage passive candidates and understand their aspirations, while providing detailed information on the position requirements and company vision and plan.
  • Facilitate discussions & feedback on final outcome to the relevant agencies or directly to the candidates.
  • Maintain consistent standards for all applicants and ensure compliance with all local rules, process and regulations related to hiring and recruiting.
  • Continually deliver timely and high-quality service based on individual business unit demands, strategic staffing and mapping initiatives and other situational needs and circumstances.
  • In close partnership other HR functions, identify mission-critical talent gaps and develop and execute effective recruiting strategies for capturing and attracting top talent across the enterprise, as well as specialized programs for each line of business, champion the building of talent pipelines and communities for highly critical functional areas and diverse talent pools.
  • Assistant TA leaders to facilitate high quality recruitment process and ensure the recruitment activities are strictly follow recruitment SLAs, mandatory recruitment activity stages and team responsibilities.
  • Manage high efficiency end-to-end recruitment cycle including the development of search plan, execution of the search and delivery to ensure successful closure within the identified time frame.
  • Enhance and optimize resourcing channel effectiveness to ensure high quality recruitment services are provided to assigned business lines.
  • Actively provide the hiring managers/partners with market intelligence regarding the talent community/ the competition and industry trends.
  • Strategize and leverage various sourcing techniques and channels to identify candidates and maintain a healthy pipeline for priority roles.

Key Requirements

  • Bachelor’s degree with major in Human Resources, Psychology, business management or related.
  • 3+ years of full cycle recruitment experience in a high-speed environment. On the ground experience in China is a must, ideally having experience in the IT Service, high-tech or consulting industry and a multinational environment.
  • Good oral and written English skills, well adapted to multinational working environment.
  • Know about IT service industry and market competence. Knowledge on all IT related skills and new technologies is a plus.
  • Business partner skills; able to establish credibility and rapport with teammates and business stakeholders under assigned service lines.
  • Draw upon a proven recruiting background to identify and manage candidates throughout the hiring process, from initial contact through offer accept. Good team worker while be able to work independently under a high‑paced recruitment team.
