Role Responsibilities and Tasks
- Data Design and Modelling
- Data Landscape Analysis: Develop a comprehensive understanding of the existing data landscape, including data sources, sinks, and relevant systems.
- Data Model Creation: Design and implement a data model based on business requirements, system landscape, and available data, ensuring compliance with EU data protection and privacy standards (e.g., GDPR).
- Data Structure Survey: Analyze the structure of data provided by peripheral systems, ensuring compatibility with the new system and alignment with EU data quality standards.
- Coordination of Data Formats: Work with peripheral systems to define data formats, ensuring they meet project requirements, and follow up on implementation.
- Software Selection: Evaluate and select appropriate software products for database management (Relational, NoSQL, Big Data), reporting systems, and analytics platforms.
Collaboration with IT and Stakeholders - Support IT Architect: Collaborate with the IT Architect to design a robust IT architecture and select suitable infrastructure to support data flows, ensuring alignment with best practices and EU technical standards.
- Interface Management: Define and manage system interfaces, ensuring consistency with business processes and adherence to integration requirements.
- Internal Coordination: Work with internal IT teams, including Enterprise Architecture Management and Service Management, to align data management practices with TenneT’s business standards and regulatory requirements.
- External Coordination: Support activities with external service providers, ensuring their work aligns with project timelines, quality standards, and requirements.
- Concept Development: Develop and document technical concepts, ensuring they align with business requirements, EU standards, and TenneTs internal policies.
- Quality Assurance: Ensure that all concepts and implementation documentation meet TenneT’s quality assurance and compliance requirements, including standards for data integrity and security.
Project and Task Management - Project Reporting: Provide regular updates on the status of assigned tasks and work packages to project management and stakeholders, adhering to EU reporting and documentation standards.
Data Security and Compliance - Data Security Oversight: Contribute that appropriate data security measures are implemented, particularly in relation to automated test data processes, in line with EU cybersecurity frameworks.
- Regulatory Compliance: Ensure that all data processes, models, and tools comply with relevant regulations, including GDPR, and adhere to TenneT’s internal data protection and security policies.
Profile and Qualifications
- Technical Expertise
- IT Data Science / Engineering Experience: At least 5 years of professional experience as a Data Scientist or Data Engineer, with expertise in designing and implementing data models and analytics for complex systems.
- Database Management Systems: Strong knowledge of common database management systems (e.g., Oracle, PostgreSQL, Db2) and experience with Big Data and Data Lake technologies.
- Cloud Infrastructure: Experience working with cloud platforms (e.g., AWS, Azure) and hybrid infrastructures.
- Data Architecture: Proven experience in designing and implementing data structures for large-scale, business-critical systems, adhering to modern IT data design and EU standards.
Sector-Specific Knowledge - Energy Sector Familiarity: Experience with projects in the energy sector, particularly related to TSOs, redispatching, and countertrading processes, is advantageous.
- IT Project Management: Experience in both traditional and agile project management methodologies.
Communication and Collaboration - Stakeholder Engagement: Strong ability to work effectively with a wide range of stakeholders, including internal teams, external service providers, and business users.
- Documentation and Reporting: Ability to prepare clear, concise technical documentation and reports for diverse audiences (both technical and non-technical).
- Team-Oriented: Demonstrates strong collaboration skills in cross-functional teams, with flexibility and effective communication.
Language Proficiency - Languages: Fluency in English is required (German language skill is an asset).
- Team-oriented and Flexible: Strong teamwork skills, adaptability, and collaboration in dynamic project environments.
Conditions and Framework - Certifications: Relevant certifications such as Certified Data Management Professional (CDMP), experience in working in SCRUM or SAFe framework, or equivalent are desirable.
- EU Standards: Familiarity with EU regulations and standards, particularly GDPR, EU Cybersecurity Act.
Note: Given the projects critical nature, adherence to confidentiality and compliance with all applicable standards and policies, including data protection and cybersecurity requirements, is required.
Project Overview
TenneT is implementing a cost-sharing initiative within the Capacity Calculation Region (CCR) Core, involving 16 Transmission System Operators (TSOs) across 13 European countries. This initiative is a vital element of the cross-border redispatching and countertrading coordination mechanism established under the Regional Operational Security Coordination (ROSC) framework. With an annual transaction volume of over 5 billion euros, the Redispatch and Counter Trading Cost-Sharing (RDCT CS) process is essential for the equitable distribution of regional congestion management costs among participating stakeholders.
The RDCT CS process comprises two main components:
- Central Segment: A collaboratively designed, unified process involving all Core TSOs, Regional Coordination Centers (RCCs), and central tool vendors.
- Distributed Segment: Managed independently by each TSO, focusing on local implementation and operational management.
In 2023, TenneT launched a Europe-wide tender for the development and deployment of a local Cost Sharing Validation (CSV) Tool, awarding the contract to a consortium of bidders. Since September 2024, joint TenneT and vendor teams have been working on the CSV Tool, prioritizing the development of validation, monitoring, and assessment capabilities for cost-sharing. Although the original project schedule aimed for completion by June 2025, dependencies on the central ROSC and CS implementation project, as well as delays in key milestones, have led to an extended timeline. To support the project’s success, TenneT is reinforcing its project team to ensure the CSV Tool meets high standards of expertise, scope, schedule, and budget. This expanded team aims to enhance stability and continuity across the project’s lifecycle.
