Deputy Director General – Human Resources (Luxembourg)

Position based at the EIB headquarters in Luxembourg. Regular office presence required. The role supports the Director General in leading the HR Directorate and developing an overall strategy for HR, with direct responsibility for several strategic and operational units/divisions. The HR function aligns with the Bank’s culture and strategy and focuses on digitalization and efficiency.

Responsibilities

  • Lead and manage the Employee Relations Division, ensuring compliance with EU labour law, internal regulations and international standards.
  • Act as Head of Social Relations and maintain effective social dialogue with staff representatives and stakeholders.
  • Lead and manage the Coordination Division (Strategy, Risks and Processes Unit and Procurement, Purchasing and Budget Unit) ensuring robust governance, risk management, overall compliance and continuous improvement of HR processes.
  • Ensure that staff within the remit have the right competencies, objectives and motivation.
  • Contribute to the development and implementation of HR strategy, policies, and transformation initiatives.
  • Establish and manage the resources and means (budget, processes, SLA) necessary to implement the HR strategy.
  • Develop and maintain efficient and collaborative relationships with other HR teams and the Bank.
  • Represent the HR Directorate in internal and external forums, negotiations and institutional committees.

Qualifications

  • University degree (post‑graduate) in a Legal, HR or Business area.
  • At least 15 years of relevant professional experience, including HR exposure.
  • In‑depth understanding of social and labour law matters, social dialogue and European Civil Service law.
  • At least 10 years in a managerial position, experience of managing, developing and mentoring staff in a multicultural or international environment.
  • Strong leadership and influence skills.
  • Strong understanding of HR policies, procedures, organisation and activities including financial and compliance processes.
  • Relevant experience in process optimisation and change management.
  • Strategic operational acumen and organisational agility.
  • EU institutional awareness and European Institutions network.
  • Excellent knowledge of English and French; other EU languages a plus.
