This position is for a Commissioning Lead for a Major Project located in NYSA, Poland, on site. The Commissioning Manager will be accountable and responsible for the setup of the commissioning planning, development of the commissioning procedures and systems, and management of the commissioning activities on site.



The position is responsible for managing a large commissioning and startup program for the project that is part of the supply chain in the fabrication and manufacturing of battery materials for electric vehicles. The position will be based on site with some durations spent in the Farnborough office. The Commissioning Manager will report to the project site director and be supported by Fluor’s global commissioning group.



Principal Job Duties & Responsibilities

  1. Provide a planned, documented, and managed engineering and construction approach to the commissioning and turnover requirements for pre-commissioning, commissioning, start-up, operations, testing, and final hand-over of facilities, systems, and equipment to the clients for the Project.
  2. System scoping in defining commissioning systems and subsystems in coordination with the Turnover team.
  3. Defining commissioning priority systems across project scope.
  4. Developing pre-commissioning procedures (e.g., pressure testing, line flushing).
  5. Develop Project specific Commissioning procedures and guidelines.
  6. Compiling Vendor Commissioning requirements into Project Commissioning plan.
  7. Coordination of Commissioning activities on site.
  8. Provide input into Projects Completion management Tool MCPlus for commissioning requirements.
  9. Perform Pre-Start Up Safety Reviews (PSSR’s).
  10. Coordination of Start up with Clients Management team.
  11. Perform close out procedures and final handover documentation.
  12. Provide reports on Commissioning status.
  13. Participate in subcontractor plans for pre-commissioning, commissioning, training, testing, and start-up activities.
  14. Control all costs associated with commissioning and start-up labor and equipment; develop a commissioning and turnover plan; and integrate activities and deliverables with engineering, procurement, construction management, and commissioning and turnover.
  15. Development and input into prime contacts and sub-contract packages relating to commissioning and related activities.
  16. Communicate commissioning and start-up roles and scope for members of design and construction teams; understand the commissioning test plans/protocols, and coordinate and/or attend design, construction, and operability reviews.
  17. Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback.
  18. Analyze situations, identify and forecast pertinent problems, evaluate realistic options, and recommend/implement appropriate course of action.
  19. Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines.
